Did you somehow disable the ability to save cookies?

Try resetting the cache

First go to Internet Options via "Tools" in the menu bar
You should be on the tab "General"
There's a section below called "Browsing history"
Click "Delete" and just delete everything

Hopefully this fixes things. If not, test the site with FireFox and see if that works

Um yup.

btw this is super basic stuff that you should feel feel ashamed for not being able to do by yourself or with help documentation.

Here's how to do so in Firefox 3:

Look for similar options in internet explorer too.
If that doesn't work then I have no ideas :D

I'm surprised and worried that you'd rather download and install an executable and let it clean up your system rather than work out how to delete cookies yourself o_o but if it's worked then yay.
