Yeah, I'd say that's the main cause. Coincidentally, the US networks tend to pick up the stuff they know will be popular

What!? What about all of those hot springs and bath scenes that just had vapor clouds covering places? What about Keitaro conveniently falling on top of girls and grabbing their boobs. What about that drunken older chick coming on top of him with her yukata slightly messed up? I think that's plenty of nudity (granted, it's not like show-everything El Hazard type nudity, but still).

The things which quickly pull a big following on the 'net, I suppose.. though I think that the choice of the networks to promote an anime actually has a lot to do with its subsequent popularity. They can't get it right all the time, of course, but I'd say that if they jsut took any random anime, gave it a big advertising push, put it in a good timeslot on cartoon network and made lots of lame merchandise then it'd become quite popular.
I suppose I'm thinking it works in a sort of parallel to pop music. The business executive guys just get a feeling about something they think might make some money and they go with it.
