How to Make Animated gif Files?

Does anyone know how to convert a short video file into animated gif?
What software do I need? And how do I perform the conversion?
It would be great if anyone can help, Thanks!

There are a bunch of ways you could do this, so I'll just list some suggestions.

First, I recommend using an Avi Splitter to cut out the clip you want. It's just makes things faster and easier to deal with later.
I find most of them are similar, so whatever you can get your hands on. Boilsoft is one.

You should be able to make the conversion with Paint Shop Pro.
(I don't use that software though)

Personally, I use Quicktime Pro & Image Ready (to make adjustments to speed size etc.)

I made a thread on this a while ago. I use Virtual Dub to clip the frames, and throw them into ImageReady to animate it.
