It's obligatory to have this kind of thread in anime forum, lol. And besides, even shitty anime can have good soundtracks =D
I like original soundtracks a lot and some sounds really decent while some are just unbearable or boring. I also prefer the ones that does not have repetitive style (e.g. Yuki Kajiura, at least be like Yoko Kanno or somethin' tsk)
I'll list the ones with decent soundtrack
-Baccano! - it's very '50s and jazzy
-Natsume Yuujinchou - nice piano pieces tho there are some weird ones too
-Honey & Clover
-Nodame Cantabile
-G00ndam - only some songs in there are decent ones; I usually find gundam soundtracks dull even if this one is composed by Kawai Kenji
-Gyakuten Saiban - must be the orchestral version only though
-Ace Combat - I remember having it somewhere.....
-Sayonara Zetsubou Sensei
-Wolf's Rain
-Kanon and Air Piano arrange --> see? shitty guilty pleasure anime but the soundtrack is gold
-Rozen Maiden Piano arrange

I'm digging Casshern, DMC and jigoku shoujo atm
when the fuck are they gonna release xam's ost? hat was the only good thing about that show

I don't tend to get into soundtracks much... probably the only ones I'd list as standout are Samurai Champloo and the classic Initial D.
Old Cowboy Bebop's OST pretty much defined the series too.
As for openings and endings, I rate Death Note's Maximum the Hormone tracks very highly... they did Akagi's awesome ending track too.
Also Haruhi Suzumiya, DMC (legendary win) and... Beck.
I liked ookiku furikabutte's ops and eds too, despite it being bland pop rock. Legend of Black Heaven is above average. Ghost Hound's sound production was its best quality...
Of course, Chi's Sweet Home ultimately takes home the trophies for all categories due to its extreme awesomeness.

Le Portrait de Petit Cossette has a wonderful soundtrack, sounding equally sinister and innocent.
Loveless has some really great tracks too, especially Seimei's theme (Tragedies).
For simple, enjoyable songs - Bleach get's my vote, pretty much all it's openings and closings are great.
